Senior Program Manager - Full Time - St. Paul

POSITION: Senior Program Manager

TYPE: Full-Time

LOCATION: St. Paul, MN

DESCRIPTION: The Senior Program Manager will oversee community services provided at two designated programs (ILS, 24 Emergency Services). This includes clinical evaluations of services at a programmatic level and with individual participants with a diagnosis of a mental illness, developmental disability and/or a brain injury.

The Senior Program Manager will be responsible for overseeing operations for their home program and Babcock. The Senior Program Manager will supervise all direct staff which includes a Babcock Lead. The Senior Program Manager will report to the Area Director.

1). Supervise and train the Lead staff at the Babcock Program, this includes overseeing schedules, staff, and services.

2) Supervising, hiring and terminating Mental Health Practitioners who provide Independent Living Skills support and 24 HR Emergency Assistance to RTI’s participants.

3) Providing supervisory direction, annual reviews and clinical/professional feedback for Mental Health Practitioners to enhance RTI’s participant’s coping skills development, independent living skills development and personal development.

4) Providing tours to potential participants and their provider.

5) Developing and managing program budgets.

6) Managing GRH amounts to applicable participants (scheduling and taking participants to purchase household items in timely manner each month, gathering client bills, oversee submission of appropriate paperwork to county monthly).

7) Assist with the decision-making processes related to selection of new participants to the program.

8) Document all significant events and follow-up on any incident reports.

9) Review participant progress notes daily.

10) Ensure program development and licensing compliance are met.

11) Facilitate team meetings and collaborative conversations with other programs and external agencies Program Manager

13) Providing independent living skills training directly to participants.

14) Providing 24 HR Emergency Support Services which requires evaluation of participants in mental health crisis and implementing crisis intervention plans. RTI participant’s may exhibit verbal and/or physical aggressive behavior directed toward Staff. RTI practices non-violent interventions to crises, including de-escalation techniques and motivational interviewing techniques to de-escalate a person’s behavior before it poses an imminent risk of physical harm to self or others.

15) Completing the necessary purchases for designated programs.

16) Completing the necessary requirements for 245D licensure. Tracking, implementing and developing required staff training.

17) Implementing and maintaining person centered programming.

18) And all other duties as assigned.

REQUIRED EDUCATION & EXPIRIENCE:

The designated coordinator must minimally have:

(1) a baccalaureate degree in a field related to human services, and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;

OR

(2) an associate degree in a field related to human services, and two years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;

OR

(3) a diploma in a field related to human services from an accredited postsecondary institution and three years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;

OR

(4) a minimum of 50 hours of education and training related to human services and disabilities;

AND

(5) four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older under the supervision of a staff person who meets the qualifications identified in clauses (1) to (3).

DESCRIPTION: The position will work to provide employment services in collaboration with Dakota County’s Re-Entry Assistance Program (RAP). The RAP Program is a program to help ex-offenders/individuals with a criminal background overcome the barriers that prevent them from successfully transitioning to the community.

The Employment Specialist’s role will be working with Ex-Offenders/individuals with criminal backgrounds in the community in the following areas:

  • Supporting individuals with criminal histories in assessing and mitigating potential barriers that exist for employment.
  • Building rapport with participants in the program to meet their desired goals of employment.
  • Collaborating with the other members of the participant’s team (probation officer, RAP team members, etc.) to best serve the participants in their job seeking activities.
  • Creating relationships with local employers to build and/or retain the willingness to employ persons with a criminal record
  • Employing vocational assessment tools to best serve persons seeking employment. a.) Identifying current skills in individuals and assessing employment readiness. Creating a plan of employment which utilizes identifiable skills to improve the likelihood of hire and retention. b.) Identifying skill deficiencies and barriers to hire. Provide suggestions/training for alleviation or remedy of identifiable barriers. c.) Collaborating with the participant in locating jobs that best fit the participant’s realistic goals. d.) Assisting in creating an employment file that improves the likelihood of hire. e.) Accumulating the proper documentation required for hire. f.) Completing a resume or application. g.) Acquiring reference letters.
  • Providing post-hire support. a.) Completing scheduled check-ins with the participants to gauge the person’s job status and motivations. b.) Periodically checking in with the participant’s supervisor to discuss job performance and areas in which an employment specialist could be of assistance. c.) Collaborating with the participant to complete a plan for when and after support ceases.

Employment Specialists are required to work independently with consumers in the community.

APPLICANT REQUIREMENTS:

  • Applicants must be able to pass a Department of Human Services background check.
  • Applicants must be orientated in a person-centered approach.
  • Applicants must be able to organize and work independently.
  • Applicants must have strong written and oral communications skills and must be able to document in an objective and effective manner.
  • Applicants must have a valid driver’s license and have a satisfactory driving record.
  • Applicants must have a working vehicle with auto insurance which is valid.
  • Applicants must be able to lift 40lbs or more.

REQUIRED EXPERIENCE: At least 1 year of experience with persons with Mental Illness diagnoses, CD histories, Brain Injuries, or Developmental Disability diagnoses.

REQUIRED EDUCATION: High School or equivalent.

PREFERRED EDUCATION: Bachelor’s Degree in Social Work, Psychology, Criminal Justice, or another Human Services related field.
